I don't know much about the IVR system you are talking about, but I have used eFax fairly effectively for sending Faxes from ColdFusion.
They make it crazy simple. All you do is send a specific email address an email, with an attachment (the document you want to send as a fax) from a specific email address and it just faxes it out. Now there is a per fax charge when you send a FAX and that charge is based on where the FAX is going to.
