What version are you using? CF8 can plug into .NET, so anything done in ..NET by the agencies could still be used. I don't think the same is true with php, but I could be wrong.
One of the issues I have run into is the lack of support for JBOSS, which has also changed with 8. I think the best argument is that you already have CF and an upgrade to 8 would allow for the .NET folks to still do their stuff in .NET and the CF folk can still do their thing. Nothing beats the flexibility and speed of development that cf has.
