So... I resolved the problem. I think. I converted the site to use virtual directories instead of real directories. Before I did this, my cfclasses folder had 43,000 templates. Now it has 630. Now it can keep *ALL* of the templates in the template cache.
After replacing the real directories with virtual directories and wiping out the cfclasses folder, everything got a WHOLE lot faster.
