New instances are not spawned. Traffic is simply redirected to other instances in the cluster. Depending on how you define "hang"-- yes, once an instance stops responding the Webserver connectors no longer send traffic to it until it comes back up.
Please be aware that JRun clustering is not necessarily application aware.
