A graceful restart means 'Hey Apache, restart asap' and in theory, it won't restart until the requests are done. I use it at RIAForge actually for when SVN support is toggled since SVN stuff goes through Apache.
John, I believe you may be having the same issue I was having at RIAForge. I never 'fixed' it but simply upgraded to a more recent Apache/Subversion server and the problem went away. So maybe check that?
