I've seen this for ongoing, monthly, recurring hours (only) where you'd auto-bill them for use-em-or-lose-em hours with a price structure something like:
4 hrs/month - $400 8 hrs/month - $720 16 hrs/month - $1280 etc ...with extra hours available as-needed @ the most expensive rate...
