It's the first link on this page: http://www.adobe.com/products/flex/flexdownloads/ But I would really recommend that you start with Flex Builder. It's much easier, and it won't take you 60 days to figure out whether you're interested or not. You're much more likely to actually learn Flex with Flex Builder. After that, you may actually know enough about Flex to not use Flex Builder if you choose.
