+1 VisualSVN Easy install, integration with MMC, easy user/group management, Integration with Windows Domain Accounts (if you want it), easy upgrades, comes with a self signed SSL out of the box, underlying SVN server kept very up to date by the makers.
Plus, it's free unless you need a couple of the feature for the paid version.
