Try it using an explicit array declaration instead.
ie
<cfset serviceTypes = arrayNew(1)>
<cfset arrayAppend(serviceTypes, "RETURN_SHIPMENT") >
OR
<cfset serviceTypes = [] >
<cfset arrayAppend(serviceTypes, "RETURN_SHIPMENT") >
