You can put anything into a CF page that you can put into HTML. You'll probably want to convert it to FLV rather than directly to SWF, but that needn't be done in CF specifically. If you do want to do video conversion from a CF application, you'll need to launch a conversion program from CF, like ffmpeg via CFEXECUTE.
