Yes, you're missing the Java class (or JAR file containing that
class). Look in your Java classpaths (listed in CF Administrator) for
something that you don't have on your local machine. If it's a single
class, it would be named GenerateKey.class. If it's in a JAR file
(more likely, I think) it could be named anything. I'm not in front of
a CF server, so I can't list the usual suspects offhand, but you
should be able to find it.
