Could you not just upload the files using sftp and require an ssh connection to download them? That is really what ftp was designed for. HTTP was never really designed to transmit that large of a file anyway. This would accomplish both of your requirements, in that you would be uploading them securely in the UK and then they would be downloaded securely from any place else. It will also not bring your web server to it's knees like serving up multiple 50GB requests would.
