AIR isn't for web applications. AIR is for locally-installed applications. If you want something to run without needing to fetch everything from a web site, use AIR. If you want something to run without needing a web site at all, use AIR. If you want an application that can do things web apps can't do, such as access a local filesystem, use AIR. If you want a web application, build a web application.
