Odd - I just checked - downloaded from http://varscoper.riaforge.org/,
installed, right clicked on a project root, and it showed up as an
option. Not sure what to tell you. When you look at the extension's
ide_config.xml file, do you see this?

                <contribution target="projectview">
                        <menu name="varScoper">
                        <action name="Run varScoper" handlerid="varscoper" 
showResponse="true">
                                <dialog height="600" width="800" />
                                </action>
                        </menu>
