My guess would be that you have an older copy of CF Administrator
that's being run here, or you're missing a virtual server mapping.
When you initially configured CF, did you choose the built-in web
server?

What I generally recommend is this:
1. Install CF using the built-in web server.
2. Upgrade CF to 9.01.
3. Use the web server configuration tool to connect CF to IIS.

When you do this, you'd access the CF Administrator through the
built-in web server (http://localhost:8500/ or http://localhost:8300/

If your other sites work, DON'T CHANGE ANYTHING ABOUT YOUR JVM CONFIG
OR IIS APPLICATION POOL! If those were broken, nothing would work.
