If you want complete freedom then you need a vps. Imagine if your host had no security and allowed you to do whatever you like. Would you then be happy if your site kept being hacked or deleted, or your data stolen, would you be bothered about downtime whenever the server was hacked and had to be rebuilt. I bet you would then be saying they sucked for the opposite reason your saying now. There are plenty of 2bit hosts out there with no security because they have no idea what they are doing, and they are really the only ones who will give you everything enabled without restriction.
