I think there's a bit of confusion here (and that may be my fault).
Google has two search products:
- Google Search Appliance (GSA)
- Google Site Search (GSS) / Google Custom Search Engine (CSE)

GSA is not free. There's no free version of GSA, and there never
really has been (with the minor exception of a virtualized version of
the GSA solely suitable for testing). The GSA is pretty expensive,
although it's usually far cheaper than competing products like
Autonomy, FAST, etc. There is a base price to license a GSA, and a
price per document beyond 500,000.

The GSA is actually an appliance. When you license this, Google ships
you a big box in the mail, and you rack- mount and configure this box.
This runs on your internal network, and can access whatever content
you have on that network if you like. All of the stuff I described
earlier was about the GSA, as that's the thing I work with most often.

GSS and CSE are basically the paid and free versions, respectively, of
Google's hosted search functionality. The free version is limited to a
specific number of queries, and pricing is based on the number of
queries. GSS/CSE can only access public web content. The nice thing
about this is that you can try it out and see how it works in just a
few minutes.
