You can CTRL+SHIFT+P on any screen. If you are seeing other menu items show up but not Package Control then it sounds like Package Control didn't get installed into Sublime Text 2 properly. I think I remember that the instructions tell you to restart Sublime Text 2 after the Package Control instal completes.
