as you have said CF9 pages continue to run fine, this means that cf9 is still running. CF10 installs alongside it. I would suggest you shut down the CF9 services to make sure you are in fact using CF10. You also may need to use the internal web server to access the cfadmin instead if the one you are trying to access if still CF9. It should have asked you during install where you wanted to put it, so make sure http://127.0.0.1/CFIDE/administrator/index.cfm points to that location and is using the cf connector.
