I don't know if this is the "best way" but you can put the following text
in a .bat file and run it using cfexecute.

net stop "ColdFusion 10 Application Server"
net start "ColdFusion 10 Application Server"

<cfexecute name = "C:\somefolder\yourbatfile.bat">
</cfexecute>
