I would presume he means the shopping cart application itself,
although he could mean the payment gateway (if any), such as
CyberCash, or both.
I've done a good deal of shopping carts for a wide range of clients
and I've never been asked that question. I've had several client's
whose merchant companies have wanted to go view the cart before
they'd release their account to take orders live, mainly just to see
that the credit card was being transmitted through SSL and that the
return policy was in place, but have never had to go through any sort
of "official" approval.
