Regarding time changes ands session variables I have not checked yet but our hosting firm partner does not make their servers change to daylight saving, they just run the proper fixed offset from GMT the whole year round (it makes logs and stats and everything else an awful lot easier) and a lot of other hosting firms do the same so the first question is "have the clocks changed or not?" :-)
