The only time I ever had a similar type thing happen, was when I had Ulead's PhotoImpact installed and had it set up to go to Ulead's website for updates. Every time I launched the software, my dial-up kicked in. Is this something that started happening all of a sudden? Can you link it to an event, such as installing new software? Or any change in settings on your machine?
