He's using Win2k SP2. However, I found that he's also applied a new tool M$ has out for IIS called URLScan. It's default configuration denies these fusebox style requests. It's pretty easy (one switch in the .ini file) to switch the filter off that prevents this, the trick is convincing this guy that it's going to be OK.
