What I said is true for CF Server 5 with the default settings. I'm not sure
if this is new to CF 5 or if there is a setting that changes this. But with
the default settings you need to cycle after editing. I was working on some
custom tag docs recently and ran into this problem when I tried to update
my example code. I had an expert confirm my suspicion about the code
caching. It's a performance increase but it has a price.
