i'm pretty sure that anything generated by <cfheader> would generate a warning on nearly as many email clients as any kind of javascript would. and what other context would i take a web-bug to be in? unless he just meant having an image on one site that referred to another site. i guess i never really considered that to be a 'bug'. the bug metaphor is appropriate in email, mostly because the general public doesn't really understand that readers of html email are so easy to track.
