This was common behavior on our machines running Orrielly's Website. Abandoning that product and using IIS and Apache stopped the behavior.
We also could not stop and start the web server service when this happene d. We did find that sometimes restarting the web service, then the CF servic es would work, but atleast 50% of the time a reboot was required. In actuality, a former admin scheduled a service to restart these service s on very odd days of the month, and at least 30% of the time it would lock the services durring this process. It took us quite some time to isolate this as the net stop was originating from a workstation.
