The credit card companies consider transactions to be of two kinds - where the cardholder is present at the transaction (such as when you use the card at a restaurant or a store and can therefore sign the slip in front of the merchant) and where the cardholder is not present (such as mailorder, phone orders, and internet orders where there can be no signature on the slip).
If the transaction is a 'cardholder not present' type the onus is on the merchant to prove everything. If there's a disputed transaction, the card company will reverse the transaction (and if at that time you have already shipped goods away you're stuffed) and require the merchant to do a lot of singing and dancing to prove everything and get the money back. Trust me, in the case of Indonesia, if this happens to you, you're screwed. My friends usually turn business down from Indonesia. But if they do decide to accept an order from there, they refuse a credit card, and require the customer to send the money by telegraphic transfer, then they check the balance is in their account, and then just for safety's sake, they move the money to another account before they will pack up their goods.
