Whoops, misread your question.  I had thought you meant that select 
boxes were rendering underneath other form elements.

Anyhow, you can use Flash as other people suggested.  Java applets also 
render above everything else.  I know that in IE5.5 and above, there's 
a way to create special menus that also override everything.  Too bad 
MS's site is such a bear to find information in, or else I'd send you a 
link.
