The 4.0+ browsers are pretty good at layering static content, such as HTML
text or still images. They're not really as good at layering things which
can redraw themselves, such as plugins, applets, even some FORM elements,
which almost always write directly to the screen.

(Marlon had the tip that an exception for FORM elements with the Gecko
engine, and another exception is "windowless controls" in IE/Win... you can
trigger the Macromedia Flash Player as a windowless control through the
"wmode" attribute in the OBJECT tag.)
