There are roughly a million companies that do this in DC. I don't know that any of them will give you access to raw data, and it really isn't that simple. You are best off buying a package from one of these advocacy companies. Some senators and reps have online forms that constituents need to fill out, some will take e-mail. It is much less of a headache to let them worry about it. If you don't mind users leaving your site to accomplish this, you can just get a web 'sticker' from congress.org and have users enter their zip and write the letter through that site. Or you can pay some money and have the same function but customize the pages to look like your site.
