Hmmm... this sounds like a question about server configuration as opposed to Flash.
If the server is busy, the server is busy and the Flash Web site would not be downloaded to the client. Flash is primarily a client-side technology. Regardless, your best option would be to look at a clustered-server approach or, failing that, configure your server to redirect requests going beyond a certain threshhold.
