I notice a few pages that may not necessarily need to be CF, like the "tell a friend" form page, the "sign the pledge" form page and the webmasters page... though I doubt that would cause the load you describe... I've seen this sort of behavior from the ntConsoleJava.exe component even when nothing on the server is using the ntConsoleJava features and have worked around it by renaming the file... doing so disables cfgraph and I'm not entirely sure what else...
