It sounds as if you don't need a database-driven site. I see no reason to 'build' 400 separate / independent pages just to store the data in a database. If lots of the data is similar, and you only have to build 10 or 20 templates, that might be a different story. Are these 400 pages of data unique? Are they related in some way that would give you benefits of using a database?
