Well, in fairness to them, they don't know what they're talking about -
they're publishers. They rely on authors who do know what they're talking
about. However, the day-to-day mechanics of publishing don't have anything
to do with the specific platform they use, and if they published, say, five
different magazines covering programming languages, they'd still be foolish
to develop identical programs in all five languages to support their
operations.
