If I remember Japanese culture correctly, that means they cannot tell you the real reason (it is likely either illegal, embarrassing for them, or infuriating for you) and so politely gave you complete nonsense.  :-)  (because I do not know ASCII for a "rolling on the floor" emoticon)

You are expected to take it in stride and find another ISP, if I recall correctly...
