The cf_trustedcache tag does turns off the trusted cache via the ServiceFactory. If we were using CF7, we might do something like using a Directory Watcher gateway to check for changes, then do what you are suggesting.
However, we don't want to change the business process by having the contenet publishers tinker with CF settings, or write any CF code.
