You should use UTF8 for all languages. This way things will store and handle
correctly.

Subject: [cfaussie] Automatically encode special characters

Hi all,

I've been given an HTML document that's in French. There are a lot of
accented characters in it and they are not getting imported into a CMS that
we are using.

Is there a tool that will automatically convert all special characters in an
HTML document into their relevant HTML entity?

thanks.
