Hi Andrew,

some suggestions:

1. find out what exactly is running on that machine and on the instance (i.e. 
if there are
other instances, if there's a DB server running on the box etc)

2. JMeter is a helpful tool, but it'd be a good idea to have a look at what 
your CF server
is actually doing. I can recommend FusionReactor for that. If you just start 
load testing
the development environment, it's a bit load testing into the unknown.
