I would imagine you would need to have some software installed on the server
to listen on the port, prefereably java based i would say.  Then you could
probably use the Event Gateways to hook into a CFC for processing.  I doubt
very much that there is something native in CF to achive this.

I have a number of gps trackers that are able to communicate their location
to a user defined server via grps
 
To capture the data the server specified in the tracker needs to have a
listener set up to the tcp or upd port. 
 
Does anyone know if there is any cf code that works as a listener on a tcp /
udp port to capture data sent to the server via grps
