For those that might be remotely interested, our front end dev team report
the following...

"3-column layout is loaded by default. Javascript checks the cookies to see
whether or not to set the layout to 4- or 5-column. Because the Javascript
is triggered after the DOM is ready, there is a gap between setting the
page to 4- or 5- column from 3-column layout.  the width of menu is
different between each layout, and so it looks like it jumps."

Thanks for reporting the issue -- not sure we have an easy fix ;)
