Its's as Andrew said, I'm pretty sure I have been unable to get CF9 to install on Windows 8.1 that error looks just like I remember.
You need to consider Windows 2008, or Windows 7 is you want cf9 support. Its 2 version old now and while I understand you want the same dev environment cf 9 is what 6+ years old? Given CF11 the most recent version wont event connect to IIS 10 I think your pushing a huge rock up a steep hill. Paul.
