I'm not sure this is correct. I believe CFMAPPINGS will work for the following:
- cfinclude
- cfmodule
- cfc's
- cfimport (except for the current bug where it doesn't work :)

It's likely that you can't reach the network mapping as CF needs to be logged in as something other than the "system account". Create a user with appropriate network privileges and log in the CF service under that account. Hopefull that will fix things.
