(1) No it isn't possible
(2) If it were possible no one would ever use your system, or CF for that matter.
 
Deleting a file on the user's hard drive can only be achieved by installing client software. An excellent one already exists on most PCs. It's called Windows Explorer.
 
Maybe you can explain why you need to do that. A less dangerous way probably exists to achieve your objective.
