Sorry, I'm a bit late on this thread, but here are my thoughts.
I'm a big fan of both mysql and postgres, both having their place for particular projects. phpMyAdmin is great, easy to get up and running, easy to use. Unfortunately the Postgres alternative, phpPgAdmin isn't quite as good, even thou developed by the same crew. A nice alternative is PgAdmin II, a window app run on your local machine. If you are familiar with Enterprise Manager then you will fill right at home with PgAdmin.

Steve - in my opinion, get both mysql AND postgres on the server. They are free, why not?! They both are great databases for difference purposes.

oh that reminds me - I meant to point out that since i started using
linux there's eben an amazing amount of work done on various managers
and interfaces, both linux and windows based. For instance you can
get some great windows based managers for postgresql as well as mysql,
and as steve points out phpmyadmin is briliant, and has a counterpart
for postgresql. Not to mention webmin, which you really should
check out if you're going to be running a linux machine.
I have a few of these things setup on my public server, which is just
a test bed for all sorts of crap at the moment so if you want to see
any of these things working just give me a yell - it's SuSE 7.3 /
apache / mySQL / postgreSQL etc.
