If you can't do a web interface with this list, then my vote it to _not_ split the function of this list into two separate places. I'd be keen for the site to just direct you to the list and leave it at that. I've found that most new users may be aware of user groups, but are unaware of this list (and all the good things it contains). Just bringing attention to the existence of this list would be a huge benefit to many new users.
