This is only a guess.....

But on a Windows platform, the CFGRAPH routines are probably drawing the graph using the GDI (Graphics Device Interface) into a DC (Device Context) buffer and then using conversion routines (either ones in Windows or homegrown ones) to output it to different formats.

This would explain the need (at least on a Windows platform) to have the correct video drivers installed on that machine for the video hardware as the DC is very closely linked to a device so you would either get bad results, or errors, if they were not in sync.
