AFAIK as long as you have the right permissions to the current directory the file will be created automatically (I just tested this with ls >> test.log and it was fine).
What version of CF are you running? I've seen something similar a short while ago where I was running a process with output at the cmd line and it was doing everything ok, but when I ran it through cfexecute on cfmx there was just no output whatsoever. Other processes were running fine, but the one I wanted (using lynx) just didn't produce anything. Similar situation to yours doing task A everything was fine, but task B was a non event with cfexecute but worked from the cmd line. Unfortunately I never found out what the problem was.
