What version of CF are you using?
What is the content in your SUR variable in this particular instance?
You should put quotes around the HREF string (things are fast approaching the day when you will HAVE to provide them for every attribute)....
<A HREF="">
You should possibly put URLEncoded around SUR (and CUSTID) as well.....

I have no idea why it worked before but not now - unless the content of the SUR variable is now different (and possibly contains spaces).
