SP's: Yep (ANSI SQL or in just about ant langage that will compile a
shared binary libray)
Transactions: Yep
Triggers: hell yeah

GUI's do exist

Free: Yes (www.postgresql.org)
Support: tones of books, newsgroups and email lists, plus the online
manual is very comprehensive.

yep, online backups are possible. and SQL files can VERY easily be ran
from command line or via a SQL function call in an App
